Can an electric rooflight or skylight be opened in a power cut?

Not unless it has a battery backup, a solar supply, or a manual override. A mains actuator with no power does not move, and the unit stays exactly where it was. Which direction that matters in depends on what it was doing at the time: a closed rooflight in an outage is a non event, and an open one in an outage is a problem.

Why it stops where it is

Because there is nothing holding it but the motor.

A chain actuator is a screw or chain drive that holds position without power, so a pane neither falls shut nor swings open when the supply goes.

It simply stays.

Why an open one is the problem

Weather, and it can be a long outage.

A unit left open when the power goes cannot be closed, and if it rains overnight there is nothing to be done about it from inside.

The rain sensor cannot help

Worth being clear about. A sensor drives the actuator, and with no power neither of them works, so the automatic protection goes at the same moment as everything else.

Battery backup

The straightforward answer on a mains system.

A backup unit holds enough charge to close the rooflight, and on many systems it closes automatically when it detects the supply has gone.

A few operations, not a week of use.

Reaching it to override it

The practical limit on that answer.

A manual release on a rooflight in a high ceiling is only useful if somebody can get to it, which on a vaulted kitchen ceiling is not a given.

What a pole system offers

A partial answer on a manual unit.

Escape windows

The case where none of this is optional.

A window relied on for escape has to be openable by hand without a key or a tool, so it is never dependent on power for that function.

Why that matters in a fire

Because power is exactly what a fire takes out.

A circuit affected by fire or isolated at the board leaves a powered opening inert, which is why escape provision is manual by design.

Smoke ventilation
